"They" are teachers Krystina Renea Haas, 35, June Tryon, 57, and Prisicilla Gutierrez, 22. The teachers were arrested in Tyler, TX after reportedly forcing a special needs student to walk in circles with his hands tied, according to KLTV.
"[T]he charges come from video evidence of the abuse from inside a classroom at Tyler High School on March 12," the report said.
The incident underscores a need for mandatory video recording of government school classrooms.

A kindergarten teacher from Shelby County, Alabama, has been placed on administrative leave after being indicted on sex charges involving a minor.
The 49-year-old teacher, Heather Ozment from Calera, is employed at Calera Elementary School.
Calera police launched an investigation following reports of inappropriate behavior involving Ozment. The alleged incident occurred on April 4, at or near a location on Highway 31 in Calera. Ozment is accused of bringing a child, older than 12 but younger than 16, into a bathroom for sexual purposes, reported wvtm13.com.

A former math teacher from Wells ISD, Hillary Danielle Williams, 34, of Lufkin, was re-arrested on Tuesday facing a new charge of indecency with a child by sexual contact.
According to an affidavit from the Angelina County Sheriff’s Office, an underage family member accused Williams of inappropriately touching her on February 19 while she was asleep, rubbing her private parts over her clothing.
The victim also discovered that Williams had been taking nude pictures of her while she was in the shower, which caused her significant distress.
Williams was previously arrested in February for possession with intent to promote child pornography and bestiality, with an upcoming pre-trial hearing scheduled for July 22. She is currently detained in the Angelina County Jail on a $200,000 bond for the indecency charge, according to KETK.com.
Not all the accused teachers were women.
A teacher at Sardis Middle School is confronting serious charges of rape and sodomy after Boaz Police received a report of a sexual assault involving a 14-year-old girl.
The victim identified William Brock as the assailant.
Brock was apprehended during a traffic stop the following day, and a search warrant was executed at his residence within Boaz city limits.
Officials report that Brock's confession aligned with the victim's account and the collected evidence. He has been charged with Rape - 2nd Degree, Sodomy - 2nd Degree, and Teacher Engaged in a Sex Act with a Student, with potential additional charges pending. Brock is currently held at the Marshall County Jail on a $500,000 bond, according to abc3340.com and other sources.
