Gig Harbor Man Fatally Shot in Tacoma Alley; Suspect Charged in Argument Over Stolen Property

Carter was found unresponsive near a red van in the alley between South Warner Street and Puget Sound Avenue, just blocks from South Tacoma Way, after a 911 caller reported shots fired around 3 p.m. Officers pronounced him dead at the scene from a single gunshot wound to the chest, according to the Pierce County Medical Examiner's Office. Two other men were wounded in the incident: one shot in the chest and critically injured, and the other with non-life-threatening injuries.
Investigators believe the shooting stemmed from a dispute involving a group of people, including Carter, who were confronting a man they accused of stealing items from a nearby vehicle. The suspect, identified as 28-year-old DeAndre O’Neal of Tacoma, allegedly fired multiple rounds from a vehicle as the group scattered. O’Neal, who denied shooting Carter but admitted to discharging five shots while fleeing, was arrested two days later and charged with first-degree murder and two counts of first-degree assault.
O’Neal remains in Pierce County Jail on $2 million bail. Prosecutors described the altercation as a "drive-by style" shooting, with evidence including shell casings and witness statements corroborating the sequence of events. No other suspects have been named, and the investigation continues.
Carter, originally from the Tacoma area, leaves behind family and friends who remembered him as a dedicated father and avid outdoorsman. A private memorial service is planned for next week.
