PANAMA CITY, Fla. — Early on a Saturday morning in mid-July 2026, gunfire left one man dead and prompted a swift manhunt across Bay County. 

Authorities say 31-year-old Preston Roulhac entered the residence belonging to his ex-girlfriend and opened fire. He shot the male victim multiple times. Police also report that Roulhac then turned the gun toward the woman, though she survived the attempt. Officers responded to the reports of shots fired and found the victim deceased at the scene.

Roulhac fled in a 2023 Chrysler 300. License plate readers helped officers track the vehicle heading north on Highway 390 toward Lynn Haven. When police attempted a traffic stop, he sped away, leading to a short pursuit that ended when his car crashed. Roulhac abandoned the vehicle and ran on foot, still considered armed and dangerous at the time.

Law enforcement from multiple agencies, including the Bay County Sheriff’s Office, mobilized fast. A helicopter searched from above while officers combed the area. By shortly after 10 a.m. that same day, deputies took Roulhac into custody in the Mowat Highlands neighborhood without further incident. He now faces charges of murder and attempted murder.

This case highlights how quickly domestic conflicts can escalate with deadly results when people with low impulse control are involved. Roulhac had crossed paths with the justice system before in Bay County. Records show prior arrests for matters including domestic battery and drug possession, though many charges were resolved through diversion programs or dropped when victims chose not to proceed. He graduated from Bay High School in 2014 and had played on the football team.

Investigators continue building their case. The sequence — from the initial shooting to the flight and capture — played out over just a few hours, showing both the speed of the violence and the effectiveness of coordinated police work using technology like plate readers.

Friends and loved ones of the victim are left to grieve a sudden loss that no one saw coming that morning. In a community familiar with such stories, this one stands out for its rapid resolution and the ages involved. Roulhac remains in custody as the legal process moves forward.
