An autopsy concluded that Chesterfield County inmate Gary "Bubba” Blair’s death was a homicide, intensifying questions about his treatment in jail.
The South Carolina man who repeatedly asked for help from inside jail died after what investigators now say was profound dehydration caused by water deprivation. The finding has turned the July death of Blair into a homicide investigation about the conditions he endured and who was responsible for his care.
Blair, 43, was found dead July 24, 2026, inside the Chesterfield County Detention Center in Chesterfield, South Carolina. He had been held since February on an impersonation charge and was awaiting mental-health placement ordered by a judge.
His final weeks were documented in letters to family members and a circuit court judge. Blair described going without adequate food and water, losing weight rapidly and drinking from his cell toilet. His family said he weighed nearly 300 pounds when booked into jail. At the time of his autopsy, he weighed 185 pounds.
Autopsy Identifies Cause of Death
The autopsy, finalized after approximately 49 days, listed the cause of death as “profound dehydration ... due to deprivation of water.” The pathologist classified the manner of death as homicide.
Other findings included acute bronchial pneumonia, profound weight loss and evidence that Blair had ingested toilet water. The report also noted a pressure ulcer on his heel.
A homicide ruling does not by itself identify who caused a death or establish criminal guilt. That determination is now part of an active investigation by the South Carolina Law Enforcement Division, or SLED.
Conditions Inside the Jail
Inmates interviewed by Queen City News described Blair living alone in E Pod, a section of the jail used for disciplinary or protective custody. They said his cell had feces on the floor and walls, no mattress and no working water at the sink.
One inmate said Blair would pass a small chip bag through the food slot so other prisoners could fill it with water. Another described drinking from his own toilet after the water supply was cut off.
Blair’s letters also raised concerns about meals, hygiene and treatment by jail staff. Those accounts are allegations reported by Queen City News and remain part of the broader investigation.
Administrator Fired Five Days Later
Chesterfield County Sheriff Cambo Streater fired jail administrator Troy Ellerbe on July 29, five days after Blair’s death. The sheriff confirmed the termination was connected to the circumstances surrounding the death but did not publicly explain the specific reasons.
SLED began investigating after Blair was found dead. Agents have interviewed jail staff, inmates and members of Blair’s family.
The investigation remains active. Authorities have not announced criminal charges against anyone in connection with Blair’s death.
The autopsy provides an answer to one question: how he died. It does not yet answer the larger question of how a man in custody reached that condition, or who may be held responsible.
