DailyKenn.com — Rebecca Jenkins, 44, was fatally shot in Oakland, Calif.
Arrested was 46-year-old Antonio Lamont Powell.
Reports say Powell was the victim's boyfriend.
Also killed was Jenkins' mixed-race daughter, Desiree Jenkins, 13.
Powell is presumed to be black.
