PITTSBURGH, PA — Samantha Tabitha Howells, 52, was found dead early June 4 in her vehicle in Pittsburgh’s Crafton Heights neighborhood, according to city authorities.

Just before 4:30 a.m., a ShotSpotter alert drew officers to the 1400 block of Chartiers Avenue. There, they discovered Howells with gunshot wounds to the torso inside an SUV. She was taken to Wellstar Paulding Hospital and was pronounced dead after arrival.

The Allegheny County Medical Examiner’s Office confirmed the victim’s identity as Samantha Tabitha Howells, a local resident. A subsequent investigation led to the arrest of 19-year-old Israel Moseby of Pittsburgh. He faces charges including criminal homicide, unlawful firearm possession, and carrying a firearm without a license.

According to the arrest affidavit, Moseby allegedly shot Howells during a confrontation in a parking lot owned by the victim and her husband, who had previously complained about thefts at the site. Witnesses reported that Moseby attempted to fire additional shots before his gun jammed.

Authorities located Moseby after discovering an outstanding warrant unrelated to the homicide. He remains held without bail in the Allegheny County Jail.

Investigators continue to review surveillance footage and interview witnesses. They say the case stemmed from an ongoing dispute, though no broader motive has been confirmed. Moseby’s next court appearance is expected to address the homicide and weapons charges.
