Rachael Hughes was found unresponsive around 3:24 p.m. Sunday by officers responding to a report of a shooting, according to the Louisville Metro Police Department. She had been shot eight times, including twice in the head and six times in the neck and torso, and was pronounced dead at the scene.

Court records indicate Hughes had borrowed a car from a relative earlier that day with plans to visit a laundromat along Bardstown Road, where she often stopped to play games of chance. Surveillance video captured her leaving an establishment on Bardstown Road with 27-year-old Michael Bullock, a man with prior criminal convictions, before the pair arrived at the boat ramp in her vehicle.

Investigators allege Bullock pulled a gun and opened fire on Hughes shortly after they exited the car. He then enlisted an unidentified accomplice to help drag her body into nearby woods, discard potential evidence at the ramp, and flee the scene. Hughes’ abandoned vehicle was later found ransacked on 46th Street, with personal items stolen.

Bullock, identified through matching video footage from both locations where he wore the same clothing, was arrested Tuesday and charged with murder and robbery. He was booked into Louisville Metro Corrections, where he remained held without bond as of Wednesday. No charges have been announced against the second suspect.

Hughes, who had recently completed probation after past struggles, was remembered by loved ones as generous and resilient. “She would’ve done anything for anybody,” her mother, Tammy Bryant, told reporters. “She didn’t deserve what she got.”

Her father, Charles Hughes, described her as a fighter who would have resisted her attackers, noting that her shoes and purse were left behind in the struggle.

The LMPD Homicide Unit is leading the investigation and urged anyone with information to call the anonymous tip line at 502-574-LMPD.
