DailyKenn.com) — Authorities have arrested a 22-year-old Jamaican man in connection with the homicide of a Mobile resident whose remains were located in the waters near the Interstate 10 bridge, state law enforcement officials announced.

The victim, identified as 33-year-old Donald Alan Neece, was discovered early on Jan. 29, 2026, by troopers from the Alabama Law Enforcement Agency's Marine Patrol Division during a routine check in the lower Delta area of Baldwin County. According to investigators, Neece's body showed signs consistent with foul play, prompting the State Bureau of Investigation to classify the case as a homicide shortly after recovery around 7:30 a.m.

Neece, a lifelong Mobile native born on Dec. 31, 1992, had been reported missing by loved ones prior to the find, family members said. His fiancée, Myica Williams, told authorities the couple had recently connected with the suspect through mutual acquaintances, having known him for just over a month. Officials believe the encounter leading to Neece's death occurred on Jan. 28, 2026, in the Daphne area, though exact circumstances of the confrontation remain under review as the probe continues.

State agents determined that the suspect, Zachri Frazer of Kingston, Jamaica, who had been residing temporarily in Mobile, allegedly took Neece's vehicle following the incident and drove eastward into Florida. A statewide alert was issued for the car and Frazer, leading to his apprehension on Feb. 3, 2026, by deputies from the Marion County Sheriff's Office. Body camera footage from the arrest shows Frazer attempting to evade a traffic stop, resulting in a brief chase before he was taken into custody without further incident, according to sheriff's reports.

Frazer faces a single count of murder and is being held pending extradition to Alabama, where prosecutors in Baldwin County are expected to handle the case. Investigators noted evidence linking Frazer directly to the scene but declined to release specifics to preserve the integrity of ongoing proceedings.

In the Mobile community, Neece's death has sparked grief and calls for justice. Relatives described him as a kind-hearted individual who enjoyed local outdoor activities and family time. "This loss hits hard; he was taken far too soon," said his sister, LeAnne Neece, who organized a fundraising effort to cover funeral costs. Other kin echoed sentiments that Neece "did not deserve this brutality," urging anyone with information to contact authorities at 251-850-0005.
