AbateHate.com — The Congolese national accused of raping a woman on a commuter train in Philadelphia was in the country illegally.
Reports say Fiston Ngoy, 35, had a criminal record documenting the times he had been caught committing criminal acts.
Ngoy came to our country on a student visa in 2012. The visa was revoked in 2015 because the criminal was no longer a student.
In 2017 the convicted criminal was sentenced to 120 days in prison for sexual abuse. He was not deported because an immigration judge deemed the crime was not serious.
