MILWAUKEE (DailyKenn.com) A 31-year-old Milwaukee resident faces homicide charges after authorities say he gunned down his unarmed neighbor in their apartment building, later telling investigators he viewed the victim as a terrorist involved in a conspiracy against him.

Dominic Nosacek appeared in court Thursday following the Feb. 2 killing of 50-year-old Angelo Nelson in the hallway of a lower east side complex near Astor and Ogden streets. Prosecutors charged Nosacek with first-degree intentional homicide and bail jumping, offenses that could result in life imprisonment if he is convicted, court records show.

The sequence began around 11:25 a.m. when Nelson, who had just started a new job and was heading downstairs to handle laundry, encountered Nosacek, according to police reports and family accounts. No altercation preceded the gunfire; Nelson carried nothing in his hands, investigators determined. Nosacek fired a rifle, striking Nelson fatally, the criminal complaint details.

Afterward, Nosacek returned to his unit, where he calmly finished his tax paperwork before walking to a nearby Department of Homeland Security facility, authorities said. There, he informed security personnel, "I just killed a militia. I shot him in the head," prompting his arrest. In subsequent police interviews, Nosacek described delusions of blackmail by a militia and claimed a chip had been implanted in his head, adding that prior incidents involved unseen forces shaking him. He has a documented history of psychosis and depression, and was legally prohibited from owning firearms due to past domestic violence cases, records indicate.

No eyewitnesses to the shooting emerged in initial probes, but building residents reported hearing gunfire, police noted. Nelson's loved ones insisted he avoided confrontations, with his mother, Patricia Donald, recalling him as a peacemaker who "wanted everything to be smooth" and de-escalated tensions. "He was funny, a people person who loved people," she said, adding that the loss shattered her family. "That man took my baby's life—that's my baby."

Best friend D’Juan Hill, who had known Nelson since middle school, described him as "the life of every room" who made others feel valued. "To know that my friend couldn’t save himself because there was nothing to be saved... It was someone’s own personal mental stability that took my friend from me," Hill said. Cousin Kashay Rideout echoed that Nelson "exuberated energy and light" and served as an uncle figure to many.

The suspect's mother, Cindy Jones-Nosacek, expressed sorrow in a statement, saying her family's "hearts are broken at the senseless death" and hoping her son receives needed mental health treatment.

Community members gathered for a vigil Wednesday, honoring Nelson as a jokester, food enthusiast, volunteer, and father of two adult daughters. His siblings highlighted his intellect and ability to infuse joy into difficult moments, calling him "just like medicine." A fundraising campaign launched by brother Kenyanta Thomas has collected donations for funeral costs, with a wake planned for Feb. 20. The killing adds to Milwaukee's ongoing concerns over gun violence, though officials stressed the role of untreated mental illness in this case.
