Mark Bullen, 45, served more than a decade with Hertfordshire Constabulary before leaving the force in 2014. During his time as an officer, he took part in official police exchange visits to Russia, including time spent in St Petersburg. He has since made his home there, marrying a Russian woman and obtaining Russian citizenship in 2022, which he described at the time as a lifelong goal. Bullen now works in communications for FC Zenit Saint Petersburg, the football club owned by the state-controlled energy company Gazprom.In October 2025, just weeks after taking office, Mahmood signed a formal deprivation order removing Bullen’s British nationality. The Home Office letter stated the decision was made because it was “conducive to the public good” and based on evidence that could not be disclosed publicly for national security reasons. Officials linked the action to Bullen’s longstanding connections with Russia, which they classified as activity involving a hostile state. Bullen already holds Russian citizenship, so he has not been left stateless.
The case is being reported as the first time a person born in Britain has lost UK citizenship specifically because of suspected ties to the Kremlin. Previous uses of these powers have mainly involved naturalised citizens or dual nationals in terrorism or serious crime cases.
Bullen has published the official Home Office correspondence online and insists he has committed no crime. He retains the legal right to appeal the decision. The development has drawn attention to the government’s use of citizenship-stripping powers amid ongoing concerns about foreign influence and national security.
