A Maryland rideshare driver, who is an illegal alien, was arrested on charges involving a teenage passenger. The suspect had previously been arrested in another state.
Abdoulaye Dia, 36, was arrested in Lanham, Maryland, on Sept. 16, 2026, after Montgomery County police investigated a reported sexual assault involving a teenage girl. The Department of Homeland Security subsequently disclosed details about Dia’s immigration history and a previous arrest in New York City.
According to police, the investigation began Sept. 15, when officers responded to a hospital to speak with a girl younger than 18 who reported being sexually assaulted by an Empower rideshare driver.
Investigators allege that Dia drove the teenager to a parking lot in Silver Spring, Maryland, instead of taking her to her intended destination. Police used information associated with the rideshare application to identify the driver.
Dia faces charges of first-degree rape, kidnapping, second-degree assault and third-degree sex offense. He was being held without bond following his arrest.
DHS discloses previous arrest
Federal officials say Dia, a native of Guinea in West Africa, entered the United States illegally through Arizona in December 2023. According to DHS, he was subsequently released into the country, compliments of whoever was actually running the country during Joe Biden’s presidency.
The agency also reported that Dia had been arrested in New York City on June 10, 2026. That case involved allegations including sexual abuse by forcible compulsion, forcible touching and conduct involving a child younger than 17.
An arrest does not establish guilt, and the available reports do not establish a final outcome in the New York case. The allegations in both states must be distinguished from a criminal conviction.
The Maryland case has also raised questions about rideshare driver screening. Empower told Fox News Digital that it conducted background and other screening checks on Dia on July 16, 2026, and that the checks did not reveal any incidents.
That statement presents a central issue in the case: a screening process can return no reportable findings even when a person has previously been arrested, depending on the information available to the screening provider and the records it can access.
Montgomery County police have said investigators believe there may be additional victims. Anyone with information about a possible incident involving Dia is asked to contact the department’s Special Victims Investigation Division at 240-773-5050.
