A chance encounter between 29-year-old U.S. Coast Guard Lt. Connor Overstreet and a young black male ended with the officer's death. More than a month later, investigators say they have linked a suspect to the fatal shooting.

Overstreet was killed shortly after midnight on Aug. 23, 2026 south of Seattle, Washington where he and two friends were riding electric scooters. Deputies responding to reports of a shooting found him suffering from a gunshot wound to the chest. Emergency responders attempted to save him, but he was pronounced dead at the scene.

Overstreet was an active-duty Coast Guard aviator assigned to Air Station Ventura in California. He had been in Washington for work and training. According to investigators, he was riding Lime scooters with two friends when a dark-colored Toyota Prius passed the group and words were exchanged.

The Prius reportedly turned around and stopped. Overstreet approached the vehicle and leaned toward the passenger-side window. One of his friends told detectives that a muzzle flash appeared inside the car, followed by a single gunshot. The Prius then drove away.

Investigators eventually traced the vehicle through surveillance footage from the area. A subsequent police pursuit in Kent, Washington, led to the recovery of a backpack containing a Ruger revolver. Bolar was arrested at the time on suspicion of attempting to elude police, but prosecutors initially said they did not know the case was connected to Overstreet's killing. He was later released.

That changed after forensic testing. The Washington State Patrol crime laboratory reported Sept. 28 that the bullet and fragment recovered from Overstreet's body had been fired from the revolver recovered during the earlier investigation, according to court documents. Investigators also cited surveillance footage and cellphone records as evidence linking Bolar to the shooting.

On Oct. 1, detectives and a SWAT team arrested 18-year-old Isaiah Altre Bolar at a home in Covington, Washington. Prosecutors have charged him with second-degree murder and a firearm enhancement. They allege Bolar either fired the fatal shot or assisted or encouraged the person who did. The charging documents do not establish that he was necessarily the person who pulled the trigger.

Prosecutors are seeking $3 million bail. Bolar's arraignment is scheduled for Oct. 7. He is presumed innocent unless proven guilty in court.

For a Coast Guard officer whose career centered on helping others, Overstreet's death has left investigators reconstructing the few minutes that turned an ordinary night into a homicide investigation.
