BURLINGTON, Iowa (DailyKenn.com) — A 19-year-old woman died after being shot at a local bar, leading to the arrest of a man on murder charges, authorities said.

Janea Elizabeth Osier of Wayland was pronounced dead at a regional hospital following the late-night incident on March 7, according to police. An autopsy was set for March 10 at the Iowa Office of the State Medical Examiner to determine the official cause of death.

Officers responded to a call reporting gunfire at Chavy's Bar and Grill in the 1500 block of Agency Street shortly before 11:20 p.m., police said. They arrived to find Osier suffering from a single gunshot wound. Emergency personnel transported her to Southeast Iowa Regional Medical Center in West Burlington, where medical staff declared her dead despite efforts to save her life.

Investigators quickly focused on Kaysean A. Rice, 22, of Mount Pleasant, as the primary suspect, authorities stated. Mount Pleasant police located Rice on East Washington Street in that city later that night and took him into custody without incident. At the time of his arrest, Rice also faced an outstanding warrant from Washington County for violating a no-contact order, according to law enforcement.

Rice has been charged with second-degree murder, a class B felony; reckless use of a firearm, a class C felony; and intimidation with a dangerous weapon, an aggravated misdemeanor. He is being held without bond at the Des Moines County Correctional Center, jail records show. A preliminary hearing is scheduled for March 18 at the Des Moines County Courthouse.

Authorities described the shooting as an isolated event with no continuing danger to the community. They urged anyone with additional details to contact the Burlington Police Department or local crime stoppers anonymously.

Osier, remembered by officials as a young resident of southeast Iowa, became the focus of a homicide probe that moved swiftly from the scene to the suspect's apprehension. Police emphasized that the investigation remains active, though they provided no further specifics on the circumstances leading to the gunfire.

The case highlights ongoing concerns about violence in public spaces, but authorities stressed that this appears tied to specific individuals rather than a broader pattern. Rice's formal arraignment will allow prosecutors to outline the evidence gathered so far.
